The Executive Council of the Hopstate is the unicameral legislative body of Hopstate. It is responsible for implementing and checking laws. Council representatives are chosen through elections in which each burrow is winner-takes-all. The party receiving the most votes in a burrow wins all of that burrow's seats in the council.
