Meaning
A planned city is a city that has a certain building plan before building the city. It starts off removing any obstacles in the area, and then building the city plan. The opposite of a planned city is a Organic City. A organic city is a small village that grows naturally over time.

First Phase
In the First Phase, there were no planned cities.
Second Phase
In the Second Phase, there were a few planned cities. Examples were Anubis, Tokyo and Rome.

In the Third Phase, there were a few planned cities. Examples are Tikal and Tenochtitlan.
