The North Valley Cartel was formed after the collapse of the [[Maldeira Cartel]]. It was founded by [[Orlando Henao]] and [[Ivan Urdinola]]. After the formation of the cartel Henao and Urdinola employed [[Hernando Gomez]], [[Wilber Varela]], [[Leon Montoya]] and [[Chupeta Ramirez]]. Initially, the cartel aligned with the larger [[Cali Cartel]]. However, it's leader, [[Gilberto Orejuela]], struck a deal with the government to surrender all illegal assets and cease the existence of the cartel. In exchange, the members of the cartel would be allowed to have short sentences and keep any legal assets. The surrender would be planned in approximately 6 months, leaving them with some time to continue their operations. Though the surrenders were not immediate, various members did not want to surrender at all. Amongst these members was [[Henry Loaiza]], who worked for the Cali Cartel as a drug trafficker. He did not want to give up drug trafficking. He joined the North Valley Cartel a few days after the announcement of the pending surrender. Another member of the Cali Cartel, [[Julio Patino]], served as the personal bodyguard of the Orejuela brothers.
