Tlatelolco is a Mesoamerican city under the influence of the Aztec Empire. In the Fourth Aztec Empire, it was possibly a Incan city, under the influence of the Aztec Empire. However, in the Fifth Aztec Empire. It is fully Aztec. It is a part of Tenochtitlan. Due to its strict immigration laws, this area is fully Aztec. No non-Aztec is allowed in Tenochtitlan. Therefore, non-Aztecs are not allowed in Tlatelolco either.
