An administrative city is a specific city in each nation which holds most or all of the political buildings and other "administrative cities". Most often, this is the capital of a nation. However, sometimes it is not the capital.
The first case where an administrative city is not the capital is the Aztec city Teotitlán. Tenochtitlan is the actual capital of the Aztecs, and not the official administrative city.
